Q. How old must I be to start
drivers education?
A. You can actually start the
classroom portion of drivers education when you are 14 years old.
However, you will not be allowed by the State of Minnesota to take
your driving permit test until you are 15 years old. Ideally you
should either turn 15 or be 15 years old during the classroom sessions.

Q. How many hours of classroom
training must I take?
A. You are required to take
30 hours of classroom training. The 30 hours are divided into 10 - 3
hour sessions.

Q. How many classroom sessions a
week do I take?
A. That depends on which of
our classes you choose. Generally, our summer classes meet Monday
through Friday for two weeks. You have a choice of morning,
afternoon. During the school year, the classes will meet twice a week
for 5 weeks.

Q. What about the behind the
wheel lessons?
A. You are required to take 6
hours of behind the wheel instruction. How often you go on these
lessons depends on when your 16th birthday is and whether you are
applying for a farm license. We strongly recommend allowing 6 weeks
for the behind the wheel lessons if you are applying for a farm license.

Q. How much does
everything cost?
A. The fees charged by
Rochester Driving School Inc. are as follows: $360.00 total for the
classroom and the behind the wheel training. $180.00 is due when the
classroom begins and the last $180.00 payment can be paid during the
last classroom session (Look
For Our Internst Specials). If you take only the behind
the wheel training, the fee is $275.00 for the 6 hours of training.
The current fees to be paid to the State of Minnesota for the driver
permit and driver license are $12.50 and $21.50 respectively.

The Graduated Drivers's License (GDL) law provides for three phases
of licensing for persons under 18 years of age:
Phase I-instruction Permit
Qualifications
-
Must be at least 15 years of age.
-
Must have completed 30 hours of classroom instruction. (This will end
concurrent driver education curriculums)
- Must pass vision and written tests, complete application, and pay
required fee.
Conditions
-
Permit holder may drive under the supervision of a certified driving
instructor, parent or guardian, or other licensed driver age 21 or
older. The supervisor must occupy the seat beside the permit older.
-
Every occupant under the age of 18 must have a seat belt or child
passenger restraint system properly fastened.
Phase II - Provisional License
Qualifications
-
Must be at least 16 years of age. Must have completed driver education.
- Must have held an instruction permit for six months with no
convictions for moving violations or convictions for alcohol/controlled
substance violations. (M.S. 169.121 Driving Under the Influence,
M.S. 169.1218 Underage Drinking and Driving, M.S. 169.122 Open
Bottle, 169.123 Implied Consent)
- Must pass road test, complete application, and pay required fee.
- The person who approves the application also certifies that the
applicant has driven under the supervision of a licensed driver at
least 21 years of age for not less than 30 hours, at least ten of
which were at night.
Conditions
Phase III- Full License
Qualifications
-
Must be at least 18 years of age or must have held a provisional
license for at least 12 consecutive months with no convictions for
alcohol/controlled substance violations or crash-related moving
violations, and with not more than one conviction for a moving
violation that is not crash-related.

Must complete application and pay required fee.
- If under 18, the person who approves the application also
certifies that the applicant has driven under the supervision of a
licensed driver at least 21 years of age for not less than ten hours
on the provisional license.
Conditions
None.
This legislation also:
-
Directs the commissioner of public safety to create rules
establishing youth-oriented driver improvement clinics for traffic
violators age 18 and under.
-
Provides that a person who fails the driving test four times must
complete a minimum of six hours of behind-the-wheel instruction with
a licensed instructor before taking the road test again. (A valid
instruction permit is required).
- Exempts restricted farm work license applicants from the
requirement to hold an instruction permit for six months and a
provisional license for 12 months.
- Establishes the fee for a provisional license at $12.50.
- Gives a $3.50 credit toward the fee for a full license for an
applicant who has no violations during the provisional license phase.
- Requires an applicant who is age 18 and who has applied for an
instruction permit to hold the permit for six months before taking a
road test. This time period is reduced to three months if the
applicant completes an approved course of behind-the-wheel instruction.
- Provides for a designation on a Minnesota driver's license or
identification card indicating that the person holds a firearm safety certificate.
